One option could be a (for sure costly and needed to build) pre-benification and directly cut off the thorium & uranium content in Australia, maybe directly in the mine. With this step you don't need to re-import this residuals to get it out of Malaysia and also transported amount of concenteate is reduced then. Malaysia could still do the final finishing and perhaps be transformed to SX purification + alloy production plant.
You could re-sort and strech the workbench.
