Legalise the lot , grow it locally and sell it as a known controlled substance in pharmacies.
Tax it like everyones favourite drug Alcohol and then spend the money raised in the health system.
This will cut the criminal element out completely , the crime rate would dive. Overdoses will be less common as quality control would be in place. It will no longer be a crime issue ,it will be what it always should have been a health issue. Even an increase in Tourism would occur.
The health system would need a big increase in cash but this could come from the reduction in the police services and from the taxes raised.
Imagine a world where there is a few more doped out people about but less of them needing to break into your house to feed their habit.
Radical but we have already lost the war on drugs , we couldn't be any worse off than we already are.
