Ost you have better start with the brewers , then the tobacco companies and then the Pharmaceutical companies.
All these people sell mind altering ,recreationally used drugs.
Then we can start rounding up the drinkers , the smokers and the Valium addicts.
You would need an extremely large uncorruptable police force to do that.
