The CLC site does say that once an exploration licence is give under the ALRA they can’t refuse mining.
This is why the granting of exploration licenses takes so long in the NT.

Are you familiar with the Act in greater detail? Is there a point at which the NT minister intervenes to arbitrate?
Do you know if the negotiations relate just to the ore from Mt Peake or do the TO’s want a cut of the post TIVAN refined products?
