Xero's payroll attempt in USA must have been holding them back, and the investment to do it well in every state must have been taking too long. So this seems to be a move to get to market quicker. I wonder how the Xero + Gusto offering compares to Intuit's offering. It's going to need to be better to eat into Intuit's market share.
