Yes, you are buying a share option which can be converted to a FPO share for the strike price of 40c at any time until the 2020 expiry. As the name name implies, you are not obligated to convert the option to a FPO however if you do not then your option will become worthless after the expiry date.
Options usually don't carry any voting rights etc because you are technically not a shareholder.
