Apologies guys, I just went back over it and found it was an email response to a number of questions I had asked directly.
Basically they don’t believe it will be required, but the contingency is that if for some unforeseen reason it did occure it is not a disaster.
They put an official resolution before each board to ratify an extension to the sunset date.
The point is it’s better than starting from scratch if the unthinkable happened.
