I think it's mainly retail traders that sit in queues - like placing a bet on a roulette wheel before the "no more bets" call.

Anyone wanting to purchase a large parcel of shares after the TH lifts is unlikely to show his/her hand until he/she knows the results of the initial JORC. (Unless of course they want to panic or excite the market by placing trades in the queue).

Once the TH is lifted they'll swoop in like seagulls on an abandoned chip and swallow up all the shares they can from the hands of those taking profits & the scared ones.
