The better small caps are certainly relatively undervalued now. When the market finds a bottom and some stability these heavily oversold stocks - that will be 12 months closer to production than 12 months ago - will soar. If you can buy and hold good small-caps now you are set up to make a killing when sentiment returns. Look what happened to the small-caps in 2003 - the AVERAGE small-cap increased 300-400% in the first year out of the downturn(many good ones much more)whereas blues put on only about 30-40% and mid caps 100-200%.
