the TA experts will say 'wait until it starts uptrend'.

I have several stocks in this situation, I bought lots of speccies early last year, talk about unfortunate timing, and still hold some for their fundament longterm outlook.

I keep looking at the bargains, and the TA people keep say 'it's not on uptrend yet'. Depending on semantics you can call it averaging UP when it is climbing regardless of the fact that you bought a parcel ages ago (ie, you treat the current buying as independent of the previous buying)
