There is a limit to how quick NextDC can move. Going off the DA plans for S2. The schedule has it opening with a "Temporary Supply Substation" (usually 11kV) prior to 33kV utility supply being provisioned.
This could see them limited to <10MW. Could be a good question to ask at the AGM, when is the 33kV supply likely to be commissioned to site.
It's been mentioned by management that its 6-9months to make additional data halls available (though can be done concurrently to speed up).
From memory, S1/M1 had a developed capital cost ~$10M/MW (excluding building).
