Could it be that it is mainly a European thing to use toilet paper , most people in Asia use just water and the left hand , so maybe the hotel with its Western guests that is hooked into the sewer system is an anomaly from the rest of the hook ups to the sewer system so why should the sewer system cater for it ?
Many cafes here use a macerator pump to turn to slush paper and waste foods (like a large insinkerator ) which then is less viscous before discharging into the sewer system maybe the hotels could do the same , also bathrooms that are under street level use the same system for toilets to get waste to surface .
