I am sure others have said it already on this thread, but the thread heading, and many media reports to similar effect, are simply wrong.
By allowing the target to be set by Regulation rather than by legislation, it is even worse. It allows a future loopier government to change the target as they wish. No wonder Mark Butler's dimples were more pronounced than usual as he endorsed the move with a Cheshire grin.
