The most pressing questions to my mind are:
1 Why did they select a drilling contractor employing an under powered rig to drill this first hole ( very important hole ) and when they realised that it was so, why didn't they contract a drilling contractor with the approporate rig to complete this seemly straight forward job?
2 Why didn't they employ a drilling engineer familiar with Urugurian conditions and listen to him/her ?
3 Why did they persevere making the same mistakes time after time, is this because they are a bunch of twits who don't know their profession.
