This is a tough gig for Morrison as if he rewards the conservatives who did not vote for him those that did vote for him miss out they will understandably not be too happy!
He needs fresh loyal faces because some of the conspirators who were already in the Ministry have proven they cannot be trusted. Turnbull reached out to Dutton and gave him a super ministry and look at how that benevolence was rewarded.
Electorally if Morrison is seen in the same way as Dutton or Abbott then his honeymoon if any will end before it has begun, bearing in mind the public actually did not want any change to the current leadership. They don’t believe it was necessary to shaft Turnbull. More likely they would have been happier to see Dutton moved from Home Affairs to a less sensitive portfolio.
