Point of table is that the current sellers are waiting at 4.3cps+; note that there is a guarantee of 4.2cps today and maybe the coming weeks depending on whether the offer will be extended.

IMHO, HPPL can swoop at a higher price once the offer closes and the offer price period has lapsed, that way all those that have accepted off-market will not be paid the higher bid price and existing holders will have that opportunity.
