I disagree with it being a signal between brokers as they cannot see who has put the
"1" order on .( no identifying broker number on screen these days )...
We can all put "1" orders if we are trading without extra brokerage. That would stuff their system up too easily.
I prefer the theory of just adding to the number of buyers or sellers for some reason I don't understand either.
