Yes, if it done purely to preserve the SP. If there are legitimate reasons for a suspension then fine, but waiting for good news or the outcome of a remuneration review wouldn't qualify. Neither does a new plan to profitability. That's what businesses do every day.
I have no problem with the current suspensions as there is to be a CR for current holders soon, but if that doesn't happen soon then you would have to wonder if they are just buying time. It would suck if you needed the money and couldn't sell.
