Now when they wrote that up they would have been well aware of recovery, both in the development ore, the tails and the high grade. HM2 returned 26gpt from a 4 tonne run back in March at 83%. HM3 should be of similar recovery, not dramatically lower to the tune of 50-60%.

IF production is in fact terrible, then perhaps they should look to conserve cash, close the mills. Take the pain and put everything into a future CIL plant.
