the problem is you couldn't read and understand the law properly.
the journalists are not stupid and they can't just make things up.
PS. Read clause 13 of the Chinese Ecommerce Law carefully, that's the key why Australian version of infant formula will not be permitted to be sold in China after the grace period ends 31 December 2018 because only Chinese labelled infant formula products are allowed to be sold in China. That's why all CFDA/SAMR registration law is aiming for. Chinese government is protecting local dairy companies as much as they can.
