herebus, whilst 40 years may seem a significant amount of time in a human lifetime, it is only a portion of known weather, as opposed to climate, cycles.
In Australia, the weather has been in a different pattern over the last 30 years to the previous 30 years. It has been more consistent with the pattern preceding WW2, and researchers see it as being part of a regular pattern identified back to the 1600's.
I think that climate has to be looked at in periods measured in centuries, not decades.
The area covering SE SA and SW Victoria which is one of the most relable rainfall areas around today, was as dry as the Mallee is now from 21,000 to 8,000 years ago. The weather then became tropical and then settled into it's present climate about 3,000 years ago.
I expect that the transistion from one phase to another may not be a straight line change, but a period of wide variation as the forces responsible for the new conditions clash with the conditions responsible for the existing conditions.
We see it every year as summer gives way to winter, and again as winter gives way to summer. Whilst autumn is acknowleged as the most unreliable time of the year, august can be the worst month as far as primary producers are concerned.
Once winter conditions, or summer conditions have become established, conditions are relatively stable until the cycle begins to change to a different phase.
