Why do people assume the consortium will include majors?
Uran will be looking for partners who have the ability to raise funds...not necessarily someone with cash flow. Also, Uran will be looking for someone who wants to be controlled...not someone who wants to control - hence the reason why majors will not be invited to join the consortium.
If Uran was looking for a partner to undertake exploration, then a major would be an ideal choice...but these projects are production opportunities - hence a junior would be a better choice.
