Chefs may be made from all parts of the world but the culture of a country dictates the understanding of the cuisine including the proper training to produce quality production.

I cannot comment on your meal in Venice but i can comment on the numerous times i have eaten Italian food at a restaurant where the chefs were non Italian and it was pure rubbish. Pizza with pineapple and egg really, that rubbish would never be dished up in Italy, yet here its seen as a pizza type. I have been to Italy many times and never seen it on the menu.

Notice that both china and India start a industry by importing the knowledge through purchasing companies or artisan exports. This is why i pay scant regard for their ability to take an idea through to a world beater. You cannot replicate the educational history in culture in 5 minutes or a generation.
