im putting my money on there not be a TO announcement before the 1MB chip is completed.

Currently the only party that should have any knowledge of the chips full potential is Western Digital through HGST.
A TMT analystics report suggested that HGST already has an option to license all of 4DSs IP for a 20 year period if they choose. I can only see WD making a take over offer if they want to block another party.

IMO an offer from another partner wont come until they can analyse the 1MB chip. look at WBT they have a 1mb chip being circulated and still havent made an announcement on a partnership yet. these things take time.
