this is my opinion to what it all boils down to.
The referee ruled on the day that Slater made a shoulder charge and it was not dangerous, penalty. It was reviewed by the Match Review comittee who ruled that it should go to the the Judiciary as a careless not dangerous act in line with the Referee's decision although it appeared to be a shoulder charge.
The Judiciary's finding/ruling was, Slater initiated a normal tackle that ended as it was. That supports the Referee and his immediate ruling, Penalty only.(careless)
I say it was the right call and no penalty try should have been awarded or even considered..
There have been other, what appears to be, shoulder charges preventing trys this season and they were not even penalised. eg Blake and Ponga. Which again supports a penalty only in this case.
