I view the announcements as being a positive for the commercial child care centres. I can't see State and local governments rushing out to fully fund these child care centre hubs in a hurry without more than significant federal funding. Given Rudd is being reputed to be slashing current government spending I don't see too many of these hubs being established within the foreseeable future.
So in order to achieve this aim (which I put in the category of Hawke's "no child shall be living in poverty" statement) is that there will be a need for substantial commercial input. It has been reported that these hubs would cost an average of 2.9 million each to establish plus the usual running costs.
A great policy which would be prohibitive if only funded by Governments. The other downside I guess is the long lead time (2020) for its implementation.
