I think that what I am saying. The majority of children do not need this proposed intervention. It is a waste of resources to roll it out to everyone. That doesn't mean that there isn't a substantial cohort of children in whom early intervention, and for that matter, later remedial intervention, isn't worthwhile.
Where else might that 2 billion be spent to make children happier , and increase their likely hood of being happy and productive adults?
That doesn't mean I agree with the usual redneck rabble who find any government initiative an affront, unless it benefits their sad little lives directly.
The sort of sad bastard who thinks that society shouldn't take responsibility for a child who is struggling, thru no fault of their own.
But all that aside, it just makes good economic sense to take the approach I am talking about.
