An FGPA is a programmable chip that can be configured with a user's architecture (in this case Akida) in house, without the hassle, complexity and expense associated with producing an ASIC (a traditional 'fixed architecture' implementation). The drawback is the FGPA will be slower and more expensive per chip and so is only being used here for trialing/application development. The fact that the FGPA in question is manufactured by Xilinx is not so relevant and does not constitute a proper partnership.
Brainchip Studio is realised as a Xilinx FGPA for the production version, as it is a lower volume product.
