costs applications dont really allow for what you suggest though I agree it is fair and I dont think RIo will give them any rope-the message is clear they are meant to be valid El's and come up for renewal but the govt will protect us on our perpetual EL's and anyone who thinks of messing with it will be crushed by our might-so next time they forget no one will dare apply unless it is say The Chines Steel Company and then what is Carpenter going to do-This wasnt simple but imagine how complicated the bs would be then and who would they favour-risk peeing off the Chinese or run scared from RIO either way big commission for exercise of discretion-hioghest bidder perhaps!
