That statement is absolute rubbish - this CLC sign-off has been working its way to completion for ages. The only problem is that Paul never conveyed the fact that it was a long drawn out process rather than just a CLC meeting and sign-off. We all got more and more dejected every time a CLC meeting went bye without a signing.
