I have no need to make a determination either way about guilt or innocence, as I would only be a guessing if I did.
Any accusation shouldn't be dismissed, and should be investigated fully.
Noting that just because charges don't follow, does not mean a person is innocent.
In Shorten's case, there are only two people who know what happened, and both of them may have opposing views of what occurred at the time.
