I must admit I had a similar thought process as you few months back with a 5mtpa plant but at the moment/initial design, reduction of Capex should take priority is my belief.

Going with a Lower Capex plant, even a 1mtpa size can encourage ultimately successful and perhaps more importantly, quicker funding options to be had

Also it is probably wiser to start commissioning the plant at a lower throughput to iron out any performance issues upon startup - mechanical, electrical or process

Consequently after this Opuwo can ramp up as much as the owner wants because as we know there should be no bottleneck from the actual resource or reserve by then - eg there should be plenty of accessible ore

As we know a lot of Studies around the market have been released - ultimately money (capital requirements) talks - so if BB can show the market and more importantly to interested external parties that Opuwo initially to start will be a very low cost operation then I have confidence "our" project will jump ahead a lot of peers to receive funding and should in theory invite different type of investors onboard.

Think about it - are banks going to lend you $3/$4/$500mill let alone $1bill in present climate
Or as a big corp, battery manufacturer what would you rather commit to?
My background is not a financial one but a very low cost operation generating cash flow with massive scope to ramp up would sound very appealing in my opinion.

So whilst I would love an initial mega sized plant, the above reasons are why I'm expecting a relatively small operation to start with.
