Yes, you shouldn't get your hopes up. The announcement is for an operational milestone, as per the TH. If it included funding then the funding would be addressed in the TH.

This is likely less interesting that I thought. I suspect that the details of build schedules, delivery, etc, probably took a day longer than expected so it wasn't available for release by opening of the market today.

I'm pretty sure that when the funding halt comes (knock on wood) we won't need to be guessing if it's finally arrived. It will be pretty clear.
