I'm not sure what the relevance of barbwire has to do with anything, they are still being detained on Nauru, regardless of how the fence tops are decorated.
There is zero reason why anyone should still be on Nauru. If the current government can't sort out the issues, then they should either get someone who can, or step aside and let someone else do it.
Make a decision, and then action it, don't leave people (and kids) in limbo for years.
