That's like stating that the level of the liquid in your FULL glass of iced-water will overflow when the ice cubes floating within it melt."
The ice they are concerned about is resting on land - i.e Greenland and Antarctica. But you are right, the decreased density of the warmer water will also cause sea level to rise.
