They are ASX approved programs that merely buy or sell the average so small parcels are inevitable. They are not used to 'manipulate' in the darker sense of the word but to confer a a best effort to the buyer or seller. Brokers who initiate these usually get paid a bonus rate if they "out perform" the market average.
I dont mind seeing them in a rising trend like this as it qualifies the presence of insto buying.
