I’m not understanding what you are saying. He clearly blames the trade war for lack of progress, has said this on more than one occasion in various forums and was widely quoted as so in the press. Either you read that quarterly as saying we have made progress and it’s the trade war that is stopping us or it is saying we have no clue when we are signing. I can’t see how reductive or simplistic this position is.

In any case it seems a breakthrough on trade with trump and xi having a good chat and trump asking for a drafting of a settlement.

Money, in terms of the mid terms the president doesn’t need congress to effect tariffs and he has a lot of power to implement trade policy. Its why Congress didn’t need to authorize the tariffs already placed on Chinese goods. If the dems win the house and this is still line ball then even then a lot of dems do not want to be seen to be against worker interests and trade union interests and you may see bipartisan support for a hardline trade stance.

In any case hopefully this latest development by trump pushing for a deal probably for good press prior to the mid terms means we get closer to that first BTA and at the very least GV doesn’t have an excuse to peddle. He is there to deliver results ultimately and should be judged on the record. If he can’t get it done then the board must act.
