African Youth in Victoria, the Facts, page-12

"The Facts" implies someone has been lying on this issue.

Since there are multiple examples of security footage showing rampaging groups of African youths committing a range of various crimes, it must be taken as 'Fact'
1) that there are African gangs
and
2) that they are committing crimes.

So, the only person that can be lying, is the one who says there are no African crime gangs.

Hmmm, I wonder who that could be?
