Yes partly true but this mostly came about by a decision BAl made to cut out Daigou etc in Australia and pursueing a sell directly to China resellers strategy. The sales fell away thus the large amount of over supply they had. 11 Jan 17 asx release explains it well for those unaware of BAl history.
A2m as far as anyone is aware is not planning such and should be aiming to keep all distribution routes supplied to an adequate level to maintain a strain on supply without driving sales away.
