I have been told that majors often bid on zero margin.

If you bid on zero margin to win work. You are stuffed if small things go wrong.

Anyways it's a wait and see.

If you look carefully often it is not one bid on zero margin there could be more. This is up to the estimator and govenance and company's strategy.

If their strategy is to bid on zero to pay fixed costs and make money on extras and other things.....dubious claims.

Anyways thats my opinion being in engineering for 10 years and most of the time in contracting.
