When Abbott was elected he did not have control of the senate so he could not cut spending in the areas he wanted to the legislated time bombs planted by Labor were not able to be reversed,the senate is not accountable like the house of reps is so they can do what they like and an example was the SSM the voters wanted a plebiscite and the senate decided the people could not have a vote on the issue.
