Maybe they are just ultra-conservative since they already have BARDA backing. Maybe, they don't want to spend a whole lot of dollars hyping up a stock when there is not much revenue yet to hype. Maybe, they are saving their PR releases for the right moment instead of burning cash to satisfy day traders. PR is expensive; personally, I would rather them save our money and then flood the market with PR when the timing is perfect.
