Any electrically-driven motor can also be a generator. Turn off the power to the propellers of a plane travelling at a few hundred km/h, and the wind blowing through them will keep them turning. That could trivially be used to generate electricity to charge the batteries.
“Flaps do not slow planes down.”
You adjust the flaps to point the nose of the aircraft upwards. All other things being equal, the plane slows down. Why?
