They wouldn't launch a class action without the necessary ground work. Also it would have taken a sizeable holder to get the ball rolling. CFO departing suddenly is not a good look. Whistle blowers would be coming out of the wood work as well.
The lack of knowledge comes from RCR, they didn't handle the cost over run news well at all, informing shareholders of details of what occurred and how it was missed, would have at least cleansed the soul. However. imo they were a little dismissive by actually trotting out new mission statements as a final fix.
