Even if you do not speaka da English, it is obvious that man is uneducated, unreliable and given to spur-of-the-moment 'decisions' so:
Many 'leaders' have sassed that out much sooner than the majority of his supporters and have decided, decisions can be made without him, over his head and maybe if credit is given to him, one has patted 'the beast' into a state of narcisisstic satisfaction - let him have his say, give him credit but do as you really want to do anyway.

My guess, and it is just as much a guess as your fanciful deep state and CIA theories is:
that both North and South Korea are sick of living in constant fear or preparedness for war - my guess is also that perhaps China whispered a few words of encouragement into Kim's ear, because China is now more powerful and no longer needs a dangerous watch dog at its door.
