Andy, not necessarily.  Getting through three Govt departments is a bit like Hercules sweeping clean the Anaead stables...the shit is piled extremely high, and every day more gets added to the pile.  It only takes one person to be jittery or even worse, not have enough time to review and so they look for any excuse to make the proponent do more work, thus buying themselves a bit more time to make up their minds or to actually read and consider what has already been given them.  The other thing to consider is the potential for game playing at the highest levels, there are many that can be played, including one where the govt seeks to obtain a particular outcome. Read into this what you like, but it can also be a factor.
