It does appear to be an odd announcement. The established JV properly approved and appointed a fully independent review (Wood PLC) to report on on the project, the bill will be paid by the approved JV as they unanimously commissioned it. In a nutshell that review said you have to do XYZ to ensure it all works, for the life of me I don't understand what BPL want, they seem to want to do it right, but do they reject the Wood PLC review ? perhaps they will tell us in time.
