nothing in life is guaranteed. the fanfare is because another major milestone (one that all the negative nellies said would never happen) has been met. and unlike San Jorge, this tenement has all the pre work done that people the likes of Jazzmox said was critical. let it be a lesson that unsubstantiated negative chanting will be revealed fir what it is when the tide goes out.
