If you really think that this is not in VECs hands, then you should be very much worried. DRCs government is really corrupt. Their current president should have resigned, but refuses to and the government has no control in certain areas as there are so many warlords and warchiefs everywhere. I suggest you looking up in which area the government struggles most and where adidi-kanga is located - that is actually the same region.
