we need big picture thinking eg what was proposed by Dick Pratt...bring water down from Far North, covered irrigation channels...cost will be billions but could be financed by water bonds. yes there will be environmental issues that need to be addressed but it could be nation building stuff, make many barren areas arable, a bread basket for the world.
Also - water is underpriced, govts should keep prices low for a certain useage, then high prices kick in and if people want to use more, let them pay more...it is a commodity like any other. So long as revenues go toward building water infrastructure and don't go into consolidated revenue it is the way to go. Let the markets work as they should...regulation has failed dismally to ensure adequate investment in this resource.
